Objectives

  • Update, facilitate, maintain and monitor community-based planning processes, including Comprehensive Plan, community plans and infrastructure Plan.
  • Report on plan implementation progress, including benchmarking.
  • Research funding opportunities and write proposals and grant applications.
  • Coordinate projects and provide intergovernmental liaison support.
  • Coordinate long-range planning with short- and mid-range plans, such as IRMP, ODEP and other management plans.

 

Functions and key statistics

Comprehensive Plan Management and Circulation
  • Annual review and reporting process to the community and organization, focusing on benchmark refinements and trends of key benchmarks
  • Plan updating every six to ten years
  • Linkage with Council, Strategic and Management plans
Council Priority Plan, Strategic Plan and Management Implementation Plan
  • Quarterly monitoring and reporting
  • Help facilitate and coordinate strategic planning process, including initiatives and prototypes
Community Planning and Development:
  • Advise and support land use and infrastructure planning with LUPC and staffs
  • Help facilitate community planning process (IRMP3)
  • Assist with relevant ordinance development and updating, such as zoning, subdivision and sign codes
Grant Development and Coordination:
  • Coordinate grant application authorizations with Tribal Council, Secretary-Treasurer, Chief Operations Officer and Finance Branch (8-10/year)
  • Advise Managers regarding grant application opportunities and strategies
  • Maintain communication with funding agencies and relevant local organizations (approx. 10)
  • Write, edit or proofread relevant Tribal Council resolutions (8-10/year)
  • Coordinate with contract grant writer (usually weekly)
  • Write grant applications, such as EDA, HUD, COCIB/COIC and ODOT (2-3/year)
Special Projects:
  • Commercial Code development with advisory team (usually monthly)
  • Tribal Census and Data Collection teams, including planning and community promotion (weekly)
  • Telecommunications Planning team (biweekly)
  • Transportation Planning
  • Inter-Tribal Benchmarking (may not continue)
  • Non-Profit Partnership Development (CDC, CAT, Inter-Tribal Transportation, Potlatch Fund, W.S. Chamber, etc.)
